Methodology:

1. Conduct a baseline survey to assess the current level of weather awareness in the community
2. Establish a weather monitoring station in the district to provide real-time weather data
3. Develop a weather forecasting and warning system using mobile technology
4. Organize community outreach and education programs to raise awareness on weather-related risks and provide training on emergency preparedness
5. Collaborate with local authorities and emergency services to ensure effective response to extreme weather events
