Background:
Pakistan is a signatory to various international human rights treaties and conventions, including the Universal Declaration of Human Rights. However, there is a lack of awareness and understanding of human rights among the general public, especially the youth. University and college students, as future leaders and decision-makers, play a crucial role in promoting and protecting human rights in the country.

Objective:
The primary objective of this project is to establish Human Rights Information Centers (HRICs) in major universities and colleges across Pakistan. These centers will serve as hubs for information, education, and advocacy on human rights issues.

Proposed Activities:
1. Conduct a needs assessment: Identify the target universities and colleges based on factors such as student population, existing human rights-related initiatives, and geographical representation.
2. Establish HRICs: Set up the physical infrastructure for the HRICs, including dedicated spaces, furniture, and IT equipment.
3. Develop resource materials: Create a comprehensive collection of print and digital resources on human rights, including books, journals, reports, and multimedia content.
4. Organize awareness and training programs: Conduct regular workshops, seminars, and training sessions on various human rights topics, targeting both students and faculty members.
5. Facilitate student-led initiatives: Encourage and support student-led human rights clubs, advocacy campaigns, and community outreach projects.
6. Collaborate with relevant stakeholders: Engage with government agencies, civil society organizations, and international human rights bodies to foster partnerships and share best practices.
7. Monitoring and evaluation: Regularly monitor the performance and impact of the HRICs and adjust the project activities accordingly.

Expected Outcomes:
1. Increased awareness and understanding of human rights among university and college students.
2. Enhanced capacity of students and faculty to identify, address, and advocate for human rights issues.
3. Establishment of a network of HRICs across Pakistan, serving as hubs for human rights education and activism.
4. Strengthened collaboration between academia, civil society, and government entities on human rights initiatives.

Project Duration and Budget:

The project is proposed to be implemented over a period of 3 years, with a total budget of PKR 15 million (approximately USD 100,000). The budget will cover the establishment of HRICs, development of resource materials, implementation of awareness and training programs, and project management costs.

Project Budget

1. Establishment of HRICs
– Rental of dedicated spaces (10 centers x PKR 50,000/month x 36 months) = PKR 18,000,000
– Furniture and equipment (desks, chairs, computers, etc. – 10 centers x PKR 500,000) = PKR 5,000,000
– IT infrastructure (internet, printers, etc. – 10 centers x PKR 200,000) = PKR 2,000,000

2. Development of Resource Materials
– Procurement of books, journals, and reports (10 centers x PKR 500,000) = PKR 5,000,000
– Creation of digital resources (website development, online library, etc.) = PKR 1,000,000

3. Awareness and Training Programs
– Organizing workshops and seminars (10 centers x 4 events/year x PKR 100,000/event) = PKR 4,000,000
– Guest speaker honoraria and travel expenses = PKR 1,000,000

4. Student-led Initiatives
– Seed funding for student clubs and advocacy campaigns (10 centers x PKR 200,000/year) = PKR 6,000,000

5. Stakeholder Engagement and Networking
– Collaborative events and meetings with partners = PKR 1,000,000

6. Monitoring and Evaluation
– Mid-term and final project evaluations = PKR 1,000,000
